In Israel, there are more than 14,000 women, men, and children trapped in the sex trade

We view prostitution as a form of modern-day-slavery and detrimental to our nation. The statistics are startling and impossible to ignore. Victims of prostitution suffer sexual harassment, physical and emotional abuse, sexually transmitted diseases, rape, and much, much more.

In Israel, 60 to 80% of victims in the sex trade experience regular sexual and physical abuse, 40% are more likely to die than any other occupation, 95% have been sexually harassed, and 60 to 75% have been raped. Importantly, 76% of women and 51% of men desire to leave the industry. These victims need help to be able to escape this deadly environment.

For more than fifteen years, JIJ’s initiatives through Project NOA have led the fight to eradicate prostitution in Israel. We have done this by educating the public, policy development, national social media campaigns,  providing free legal aid to victims and community collaborations to raise awareness and to change lives. These projects have helped countless people and we will continue to serve the community thanks to the donations and support of people like you.

Legislative Success In Israel! Fighting the Demand

JIJ has successfully lobbied the Knesset to adopt the Prohibition on Consuming Prostitution Act of It was passed on December 31, 2018 and took effect on July 10, 2020, with active enforcement beginning in January 2021. The law defines consumption of prostitution as a civil offense for which violators can be fined 2,000 NIS for a first offense, and 4,000 for subsequent offenses. Repeat offenders can be indicted, and if found guilty, can be fined as much as 70,000. In addition, a clause strengthening the law states that anyone found in a brothel is considered a consumer, regardless of his claims that he was not using the services of a prostituted woman.

The law also offers convicted violators the option, instead of paying a fine, of attending a series of educational sessions given by the parole services, whose objective is to change the offender’s thinking about consumption of prostitution.

The law also obligates the Ministires of Social Services and Homeland Security to report annually to the Knesset Constitution Committee regarding the law’s implementation and its effect on the rehabilitation of and assistance given to the prostituted population.

The Coalition Against Prostitution (CAP)

JIJ is an Integral part of the The Coalition Against Prostitution. The CAP consists of 19 Israel governmental and government-affiliated organizations, as well as independent NGOs and online communities focused on aiding and advocating on behalf of victims of human trafficking and prostitution.  Members meet monthly, convene for crisis mitigation, and are in constant contact to address issues jointly.  CAP operates in the following realms:

Legislation: To proscribe the purchase of sex and call for comprehensive rehabilitation of the trafficked/prostituted person.
Direct service: To promote and provide expanded treatment and rehabilitation services, including humanitarian aid, vocational and professional training, and access to social work and other services to victims of trafficking and prostitution.
Education: To change public perceptions of and raise awareness about prostitution and its connection to trafficking.
Advocacy: To demand justice for those lacking a voice to speak for themselves.

You Can Help Us Fight For the Rehabilitation of Sex Trafficking Victims and Protect Them From The Perpetrators. Humans Should Not Be Treated Like Commodities.

We won the first battle, but we have a long way to go to help the sex trafficking victims in Israel. To use a metaphor: JIJ focuses on going after the problem at the source – the law – and so we are able to drain the entire swamp rather than spend our time swatting at mosquitos.
