MISSILE CAMPAIGN

 

Between February 28 and April 8, 2026, the Islamic Revolutionary Guard Corps (IRGC) conducted a sustained, high-volume campaign of missile and UAV strikes across the Middle East, breaching the sovereign airspace of Israel, Persian Gulf states, and neighboring territories. The offensive was state-directed, and it deliberately targeted densely populated civilian areas and critical infrastructure.

This report examines the campaign under international humanitarian law (IHL), focusing on violations of the principles of distinction and proportionality, the use of inherently indiscriminate weapons, and acts designed to terrorize civilian populations. It further identifies accountability pathways under international and universal jurisdiction frameworks for individual criminal responsibility within the IRGC command structure.
